I Have Question on My PC Build

I want to build my PC, I'm still new to building PC, these are the spec :

CPU : Either i5 4460 or i5 4690K
GPU : Either 960 and 970
Motherboard : I don't know yet, but i want the motherboard cost not more than $100
RAM : 8 GB
PSU : Corsair CX500

I will game at 1080p resolution

My Question :

1. Is it worth it buying the i5 4690K than the i5 4460 ? if the gaming performance is a little similar than i am not going to buy the i5 4690K.

2. If you guys advice, would it be better 970 or 960 for 1080p gaming. (On Ultra or High Settings)

3. If you guys can advice a motherboard for my system that cost under $100 that would be helpful

1) Only if you intend on OC'ing the CPU. Otherwise the difference between the two CPUs will be unnoticeable. The "K" processor has an unlocked multiplier for OC'ing.

2) Since you demand Ultra/max settings @ 1080p, better go for the GTX 970. And if so, I'd suggest staying away from the CX line of Corsair PSUs. Btw, 500W is the minimum recommended for that card.

3) That will depend on (1) your choice of CPUs. In other words, will you be OC'ing? And (2) will your case accept an ATX board or does it have to be a mATX?
