On most US keyboards it's the backtick key to the left of the 1. Use lower
case. .

since it sounds like he's french, he might have a much different keyboard
mapping. my advice to him is to check the keyboard map and make sure that the `
character is mapped to a button, first.

No, I think you need to use upper case - ie. Shift ~

In many versions of the game, you use the backtick character (`) to open
the console, *NOT* the tilde (~). I do not know exactly how or why this
rumor started; my guess is, since the tilde is easier to show than the
backtick (the backtick often is confused with the single apostrophe),
people started mentioning the tilde. If you try to send a tilde (i.e.
SHIFT ~), nothing will happen.

I have heard that some international versions use a different character
(neither the backtick nor the tilde), but I do not know which character
is used by the different versions. In this case you can run console
commands in the chat bar by preceding the command with two hashes, e.g.
##DebugMode 1

From what I have seen so far, Bioware uses to catch the keys by the key scan
codes and not by the character codes. For NWN, it always seems to be the key
left from the "1" (scan code 41). Unfortunately, this key is mapped to
different ASCII characters in almost every language, and therefor the hints
like "tilde" or "backtick" will be valid for English keyboards, but e.g. not
for German or French (there are even differences between France and Canada).
