i have questions is my motherboard GIGABYTE GA-Z87X UD4H SOCKET 1150 PROCESSOR 4TH GENERATION bottlenecking with my graphic card GIGABYTE GTX 980 ti g1 gaming or any anther hardware

That someone probably didn't know what he was talking about. Generally the motherboard doesn't affect performance. There are differences in performance from motherboard to motherboard but they are very small.

I suggest again if you don't have an ssd get one.
The only thing that is bottle necking your system, if i got your list right, is the lacking of an ssd. If you don't have you should get something like the 850 pro by samsung at the highest capacity possible. You will see big difference in loading times and you will not have the usual hdd spikes in gaming.
