well currently i am using a 450w psu that is white rated aswell so i'd say it's still an improvement. what i really want to know is are white rated psu's much different from bronze or gold rated psu's?Will it work? Maybe but it's not a PSU I'd personally put into a gaming system. It's a very low quality unit and while it's 650W I'd take a better quality 550W or even 450W unit over it any day.
White, bronze, gold is the efficiency at different loads and doesn't determine quality of a PSU.
