Question I have an RTX 3050 - - - should I have downloaded the new drivers through the Nvidia app ?

I'm not really sure if it's something I should have done. I'm still trying to figure out why I can't play most games I try, it's always low FPS ?

Are you working with a desktop discrete version of the RTX3050 or the mobile variant? I'd advised sourcing your drivers from here;

then install them in an elevated command, i.e, Right click installer>Run as Administrator. If the drivers were installed by Windows OS after connecting to the internet, use DDU to remove all GPU drivers in Safe Mode, then install the latest drivers in said elevated command.

im not really sure what desktop discrete is i just bought a pre built and during random research and youtube i saw someone say to download the nvidia app and when i did it said to download new drivers like updated ones so i did it nothing really changed besides it auto sets certain games

That means you're not working with a laptop, meaning you choose GeForce RTX 3000 series from the drop down menu as opposed to GeForce RTX 3000 series (notebooks). If you're on Windows 11, then you can download and install this driver;
