It is full HD 1080
60hz refresh rate
5ms response time.
Dynamic Contrast 20,000

I play video games on both PC and console.

1- Do I need to upgrade?
2- will a 28" monitor be too big as a computer monitor?
3- If I decided to upgrade, what should be considered first from these factors?:

• 
  Resolution 2k or 4k
  Refresh rate 144hz or more
  Response time 1ms

4- will I notice a huge difference?

GTX760 but it will be upgraded soon.
I just don't want to think about upgrading the monitor for years.

Then go with 4K, if you're really itching to upgrade. Being able to see more of the game image on a large monitor makes for a more immersive experience.

I currently use a 2560x1600 30-inch IPS monitor and would never go back to 1080p on a smaller monitor.
