Could you use task manager and check which program/process has the highest disk usage?

Hi there Mr Terabyte,

What is your OS?

You can try several things:
- Disable several Windows Services like: Superfetch, BITS and Windows Search.
- Check out the drive's health: http://www.tomshardware.co.uk/forum/282651-32-best-diagnostic-testing-utility
- Double check the connections. You can use different SATA and power cables as well as connect the drive to another port.

Apart from all this, it would be nice is you check what is causing the usage in Resource Monitor as Roti-Kebab suggested.
