- Disable several Windows Services like: Superfetch, BITS and Windows Search.

- Double check the connections. You can use different SATA and power cables as well as connect the drive to another port.
Apart from all this, it would be nice is you check what is causing the usage in Resource Monitor as Roti-Kebab suggested.
