Question i have short freezes with static and low performance usage

My problems started last month
I would occasionally get short freezes of 1-3 seconds during this freeze I also hear static in my headset they happen sometimes after the computer was on for a few hours when they happen my systems CPU and GPU never go above 30%

the second problem I also had was that sometimes I couldn't visit some webpages anymore my games still worked i could ping the webpages and i could use google but when i go and visit a webpage I get can not reach this page
(this get fixed after restarting) also, windows troubleshooter can't find anything

those two problems started at the same time so I assume they are related

update:
i updated my bios nothing changed after did

Today was an especially hot day and noticed it was going even slower so i thought it was maybe my cpu is overheating but it is on 68°C
and that does not seem like too hot or maybe i am mistaken since it is constantly on exactly 68°C and i would think that would fluctuate more
