I have a 2200g and recently got a 1060 6gb and I had stuttering before i got the 1060. the stuttering is worst on shadows of war but it also occurs on lots of other games.
since getting the 1060 the stuttering hasn't got worse or less frequent.
motherboard: gigabyte aorus b450 pro
ram: corsair 3000 which for some reason has a base clock of 2133 so I am getting it replaced
cpu: 2200g
gpu: 1060 6gb zotac dual fan
CPU cooler : stock cooler

Solution
I think the base clock is right but you need to activate the XMP profile in the BIOS to let the RAM run to the 3000 overclock speeds. The stuttering may be caused because of the RAM speed but also if your PC is low on RAM (you should have at least 8GB). Anyway a varying framerate can cause that, it helps to lock your framerate to 60FPS via Rivatuner.
