Question I have to build a new PC. Need suggestions.

For a long time, I was planning to build a PC, and now when the AMD 4000 series and graphics card will launch, the prices of older components will go down. My budget is under 35k INR. I want this PC for video editing and animation like stuff and only a little bit of gaming at a low setting. So a low-end graphics card would be better i.e. under 8K. I have a 1080p monitor. So please suggest me a PC.

If you wait for the next best thing, you will wait forever.

Last gen products may get a price reduction to clear out inventory initially.
After that, they may actually increase in price because of limited availability.

Should I buy it now? Are the prices currently the best price of the CPUs?
