Question I have to cut my power to play

I have to cut my power in order for my pc to display on my monitor I built the of a month ago.
Specs are
Rtx 2060 super
16 gb or ram
650 watt power supply
Ryzen 5 3600 and b450 tomahawk max

what do you mean by "cut power"?

and the make and model of the psu?

I have to turn my pc off them on for it to display on my screen if I don’t do that it won’t display and my monitor will be in power saving
Mode
But my fans are spinning and the rib is on
My psu is Corsair cx series 650 watt 80 plus bronze
And what I mean is that I have to flip the switch on the back on my computer off and on
