I have trouble accessing a networked PC

I hope I'm putting this in the right category but here it goes.
Okay I have two computers, the one with the problem is running Windows 8.1 and the other is running Windows 7.

My computer (Windows 8.1) can't seem to access files on the Windows 7 computer despite being on the same network but the Windows 7 computer can access my files without any problems. This is a new problem that happened recently and I think started with me not being able to access the printer on the Windows 7 PC (the printer is wired into this computer) from the Windows 8.1 computer, again something that I didn't have a problem with before.

A weird thing though is that my computer can "see" the Windows 7 computer but when I try to double click it I get "Windows cannot access..."

My computer is labeled as "KARENCOM" while the Windows 7 computer is named "TAXACCOUNTANTLL"
Also when I try to send a print job to the Windows 7 computer, I can longer see the printer that used to be there. I've tried re-adding it on the Devices and Printers page but it never finds it.

I've tried double and triple checking ALL of the Advanced Sharing Settings as well as going to each individual drive on both computers and opening up the sharing permissions to allow everything. Still nothing.
I've tried tinkering with the Homegroup stuff and made sure both computers were on the Homegroup but the same thing happens, The other can access my stuff but not the other way around.

If it helps, my computer is connected to the network wirelessly while the other one is wired in directly to the router.

Please help, I'm at a loss at what to do. HP wants like 100 bucks for a one time tech support call and Microsoft is having me wait 8+ hours to talk to a rep.

Solution
Ok you are getting addresses, dhcp enabled, on the same network and subnet, proper gateway address, and router is a dns server.

From the windows 8 machine you can still not ping 192.168.1.118 (the windows 7 computer)?

What antivirus software are you running, I am wondering if you are in fact running another software firewall (all Internet Security suite programs have their own firewall).

The other thing I would try (on win 8 computer) is going to device manager, from there you can go to view and unhide adapters. Then go and disable everything but the wifi and Ethernet adapter.
On the advanced sharing settings, there is Public and there is Home/Office settings. Make sure that you have the right one selected. You should also make sure that both computers are NOT on public.

What antivirus/firewall do you have as that could be your problem in itself?

Try this too, go to your windows 7 PC, open a command prompt and type "ipconfig" so you can get its IP address.
Now go back to your windows 8 pc and type "ping (that ip address)". This tests if your computers can reach each other on the network
Also from the windows8 PC in the command prompt type "nslookup TAXACCOUNTANTLL". This tests if your windows 8 PC can figure out the IP address of the windows 7 pc.

I turned off the Public Sharing stuff in the Advanced Sharing screen and it didn't do much besides turn off certain access points from the Win7 computer to the Win8.1 computer. Otherwise the same level of access both ways as before.

I tried the command prompt stuff and when pinging the win8.1 computer, I get a 100% Loss return. No ping returned.
I did it the other way just to check that I did it right, and all the pings were returned with a 0% loss. As expected, the Win7 computer can find the Win8.1 computer but not the other way around.

I also noticed while doing this that the Win7 computer, which I mentioned before was wired directly to the router was also setup in a way that had it connected wirelessly as well which I thought was odd. Idk if this info helps clarify what might be causing this but I thought it might be worth mentioning.

These are from the Win7 Computer:

Dissable the wireless, no need for it.

Also go into adapter properties in Network and sharing center, and uncheck IPv6.

FYi there was nothing in that command prompt that needed blured out. Knowing your PC ip address does nothing to make you vulnerable. Even posting your mac address does not give hackers much as that is hidden by the NAT on yoru router as well. Just dont post your public IP address (the IP address your internet connection uses.

In the adapter properties am I unchecking IPv6 for just the Win7 computer? Or am I doing this for both?

As I stated as well, your security software could be what is the problem. Try disabling the firewall on you internet security program(or windows firewall if you don't have a third party one).

Posting the undedited pic of that ipconfig information may help as well. Like I said, there is nothing in that list that is useful to a hacker that is not already on your network.

Disabled both PCs Windows Firewall, I don't believe either of them are running any third party security programs. IPv6 has also been disabled on both PCs adapter properties. Restarted each computer after the changes just in case, and still....nothing.

I'm very close to punching a hole through this computer :[

I did, I left the Local Connection alone so it still has access to the network and internet, I will try and post a picture of the command prompt results for both computers but the Win7 machine in question is currently in use so it might take awhile.

If there are any other suggestions you might have they would be greatly appreciated.

As promised, here are the command prompt stuff again, this time with only the mac address censored. The first is the Win7 computer and the second is the Win8.1 computer.

And when I mentioned disabling the wireless I meant I went into my network settings and disabled the adapter as seen here

Disabled other adapters on the Win8 computer and now change.
I tried pinging the Win7 computer from the Win8 one again and still nothing.

How is the rest of your office setup networking equipment wise?
I am basically asking for a connection diagram (or discription) of your modem, routers, switches, etc and what computers/printers are connected to them.

With both PCs appearing to be connected to the same gateway and with firewalls being dissabled, no matter what your sharing settings are you should still have a successful ping. Makes me wonder if you are connecting to 2 different routers that just happen to both have 192.168.1.x scheme.

I honestly don't know what you meant by a map but I'm gonna take a swing at a graphic of the setup. It's pretty simple, our office is tiny.

As for the rebooting thing I'll try that tomorrow. I'm assuming you just mean disconnect their power cables, let em sit and then reconnect/turn them back on?
