Question I have weird intermittent pc startup issues

I am using this pc for a few years now so it's not a new build A couple of months ago I had an issue where if I use the restart instead of the shutdown it goes into a boot loop where it powers on for a few seconds and it shuts down before the post so nothing shows up on the monitor Not sure what that was but after unplugging all the drives it started working meaning it was no longer boot looping So after putting everything back it worked fine until more recently when I power it on from a cold start it starts for a few seconds and it stops before post so there is nothing on the screen but I hear the fans running and also the power led light is on
So again not sure what the problem is and I did the same thing and I got it working again
Once it starts up it works fine Now I can't get it to work anymore so I need some help

I turned it on and measured all the voltages and all the voltages are available so I am not sure why it is not starting all the way
Can the power supply be bad even if it has all the voltages ?
Is there anything else that can cause this problem other than the power supply ?

I don't have too much detail about the hardware but since I took off the cover I can say that the motherboard is an ASRock B85-ITX I have 2 ram stick not sure of the brand or size The CPU I believe is an INTEL not sure of the specs
The power supply is a Winsis SKY-560ATX 460W
There is no CPU cooler just a heatsink and fan Chassis is no name brand
No GPU I am using the onboard graphics
I have 2 sata drives and 1 sata dvd
The monitor is an ACER 22 inch

I tried swapping the ram sticks and resetting the CMOS but it did not make any difference the fans are spinning and the power led is on but no getting to POST Not sure what else I could try
Sometimes it sounds like the hard drive is spinning up for 1-2 seconds but than silence and no further activity

Looks like it was a problem with the motherboard because after I replaced it it went back to normal starting
I am guessing maybe some capacitor went bad since there was nothing physically visible
I did not even have to reinstall windows as I heard it may be required if the motherboard is replaced

The PSU could be a *cause* of the motherboard failing, from a look, that's barely a 300W and is well into cheap junk territory.

Reinstalling is strongly recommended if the motherboard isn't an exact replacement. Windows tries to compensate when people cut corners, but it can still be very messy and you can find bugs or weird performance issues for months even after getting the new motherboard to boot up with the old motherboard's installed OS.
