UPDATE 1/31/2017
Okay thank you for making that plain and simple, boy it's bad enough getting old but when your computer is to old for even those simple answers like "Just re-boot it" I guess I have had it. Okay I appreciate your answer and time. Now back to my problem My Dell is updated to the Windows XP service pack 3 and has a Intel Pentium 4, I went threw the slow way and updated all my 2003 M.Office programs that work great, and M.Office 2007 is still installed . So What is a cheap way to keep my computer up to date I am on a very very limited limited Budget I saw a Windows 365 for $69.00 will that update my computer. Thanks Terri

There is no Windows 365, that is Office 365 and it won't help you.

A Pentium 4 system will have issues running new Windows and Office versions. Leave it as it is till you can replace the computer. A used system with Windows 7 or even 10 that is years newer can be found for about $100-150.
