I just built my first PC And i am not getting good fps or performance with it! my computer is stable.. but my gpu doesn't seem to be performing at the rate that it should be with my current build..

So you are not getting good fps in TimeSpy benchmark, or particular games? Your TimeSpy looks to be fairly normal.
