the green/black trick is just that it can only tell you that the power supply can power itself on, not provide load to the system.
My point about the LED is it is not a diagnostic LED. it would be far more prominent in the manual and other documentation.
all we know is the power supply can power an led and a couple fans, at far cry from the @ 200watts the system will need.
POST the Power on Self Test is not completing, that means a failure of RAM, GPU or CPU. I am leaning toward the PSU or motherboard. need speaker to test motherboard, and another PSU to test that.
step 17 the speaker. any beeps?
I have used bits of wire and a bookshelf speaker as an impromptu diagnostic speaker. first and fourth pins.
via the speaker the motherboard may be telling you what is wrong. in manual I did not see an orange LED on mobo, where is it? does it say VGA, CPU, or RAM?

I just re-read the manual (PRIME-A320M-K) no mention of orange LED outside of network adapter.
CPU is supported by the BIOS, only one version available.
do you have access to another PSU or GPU for testing?
