I just finished my build and my case fans arent spinning?

Sooo I just finished my first pc build and the case im using is an Enermax Ivektor black which has 2 built in fans, both of which arent spinning at the moment. my processor fan and graphics card fans are spinning. when i go to bios under hardware monitoring ( i think thats what its called) it says: CPUfan 5000 rpm (around) then under that it says sysfan1 0 rpm. my system temp is around 40c and cpu temp is around 30c. what should i do? also why arent there two fans rpms in bios?

Oh ya, btw in bios theres this option panel which says sysfan1 control and the setting is at auto right now
when i click it it says to pick between 50 60 70 80 90 and 100%. should i change this?

How about temperatures?
Guess you could change those settings and see if the fan starts spinning.
