[SOLVED] i just got the RTX 3080ti, and im getting really low fps

That is the worst excuse I've ever seen for skimping out on a PSU. You should NEVER do this PERIOD.

Always get over the amount of wattage for your system under 100% load for all components. As that can and will happen at some point in time.

The moment you skimp out on a PSU by getting a wattage below your maximum system load wattage requirement, you will be at high risk of bricking your entire computer.

Absolutely.

@ZomBeeZ Please try GPU-Z and check PerfCap reason and GPU load and frequency under load. Post here what you see.

CPU: i7-7700k
GPU: RTX 3080ti 12gb FE
MB: asus rog strix b250i mini itx
Ram: 16gbs 3600mhz g.skill ripjaws v 3600 (16gb)
PSU: gold power supply 650w
I ran it on valorant too with the lowest settings and got 170-210fps which is almost the same as what my RTX 2070 did, but when I run it on COD Coldwar I get less fps than the 2070
also the CPU usage gets to 70% and the GPU usage gets to 40%
I need help!!!
This answer is not helpful, but There's a lot of complaints about the RTX 30 series GPUs now. A lot of people are having troubles with them.

Really? My 3080 has been rock solid since last September. I’ve not seen anything different to prior generations except the need for even higher quality PSU’s for the power spikes.
You need a pretty expensive and high end PSU for that GPU. Some platinum efficiency rating one would do it.

lemmie just chime in with what others have mentioned before me here
3080ti generally needs a PSU that can cope with fairly high transient loads.
Most 650W PSU's can provide enough at full load. But hardly any of those
are equipped to cope with those nasty spikes.

Seems like not having XMP on is slowing you down, also 1x 16GB makes you a bit slower then normally. Try run 3DMark Time Spy and report the result here.
