I just installed a water cooling system (corsair h60 2018) and at idle speeds (cpu 15-20%) and it is at mid to low 60 degrees Celsius, is that normal???

What are you trying to cool with it.

The H60 is like a budget Air Cooler , temps will be ok , but not great.

Does seem a little high.

It is indeed a budget AIO, but temps still look to high. I had an older H60 on a stock i7 980X for a few years, and never had temps that high. Idle should be in the 30s range or so. I would recheck the mounting as well as verify proper pump/fan operation.
