I just replaced my motherboard and cpu in my computer and now my gpu is producing no signal. i get a signal if i plug my hdmi cable into my motherboard. I already went into the bios and switched it to prioritize the pcie slot instead of the integrated graphics im wondering if it could be an issue with the motherboard as i did buy it off of ebay.

Solution
If neither card works in the only PCIe slot and a CMOS reset doesn't help I would send it back personally. The problem is the motherboard, the slot, or the installation of the card. I would try reseating the card a few more times and see if you can get a signal through the card when the PC starts up. If the card requires a 6pin PCIe power connector slot that needs to plugged in.

The only thing under display adapters is intel hd graphics

The Intel HD graphics is your CPU. You should also see your GPU listed under Display adapters, so that tells you the drivers for your video card are not installed. What is your video card?

Windows should install drivers for your video card automatically, but you can also download and install the drivers yourself.

I have a gtx 1060. i tried downloading the drivers from nvidia's website but when i go to install it doesn't detect my video card. the gpu fan is still spinning which i think means it should be working unless maybe there is a problem with the pcie slot im not really sure.

What is the exact name of your video card? (Asus, Gigabyte, EVGA) You should download the driver from that cards product page.

If you are getting absolutely no signal from the graphics card and can't even see your BIOS or UEFI settings through it:

- Reseat the card.
- Try a different PCIe slot. Also try blowing the slot out with compressed air as it may be dusty
- Try a different port on the graphics card. Also try moving the cable around as sometimes cables pull downwards and break connections.
- Update your BIOS.

Giving us your full specs would help.

EVGA GeForce GTX 1060 GAMING, 06G-P4-6161-KR, 6GB GDDR5, ACX 2.0 (Single Fan) It wont let me install the drivers because it doesent detect my graphics card

Motherboard msi H61MU-E35
Cpu I5 2500k
gpu geforce gtx 1060
psu coolermaster mwe 600 bronze
hdd barracuda 2tb hard drive
ram 2x8gb ddr3 1600 memory
I tried blowing out the slot it didnt make a difference, i tried both dvi and hdmi ports on my gpu, i tried taking out my gpu and replacing it with my old gt 730 which didnt work either, my motherboard only has one slot so i cant try any other ones, and my bios is updated to its latest version

If even the older card doesn't work that suggests there is something wrong with the PCIe slot. That or in the motherboard UEFI or BIOS settings the slot is disabled or perhaps the default video source is set to Intel Integrated graphics but generally when a GPU is installed it switches to the card automatically. As the driver installer program can't detect the card that tells you the graphics card and motherboard aren't talking to each other at all and issue exists outside Windows.

So i should probably get a refund and tell the seller the gave me a defective board, right? Unless someone can give me an alternate solution
