As far as it would cost to build well that depends....Yourself= Free, a place like Microcenter= Around $120. Me, I don't charge as I enjoy building systems but usually tell people they can tip me if they like my work.

The Ryzen 2600 & B450 motherboard would be a better value over the Intel, plus better upgrade path.

Yes and no. The Intel has higher IPC throughput so in games using 6 or less threads it gets higher fps. In games using more than 6 threads its about equitable to the Ryzen.
Intel has better/more reliable storage options, better case, far better psu, more reliable gpu. The Intel build is worth the higher cost vrs the Ryzen build.
The only advantage the Ryzen holds is if doing extra cpu work, like streaming while gaming, or other high cpu punishment tasks like rendering that work more efficiently with higher thread counts.

Then most games now depend on multithreading so ryzen 5 will outperform i5 in most fields
and rx 580 is better than gtx 1060 in most games
