I assume you are talking about setting up a VPN server. What are your needs? Will this be used for remote access to your home computers?

If you want to connect remotely to your home LAN and are using Windows 7, the built-in PPTP VPN works fine. Alternatively, you could look into OpenVPN which is SSL based: http://openvpn.net/index.php/open-source/downloads.html.

Depends on your usages.
If you simple want to encrypt your data, most VPNs support that.
If you want it to get better access to certain website(youtube, netflix and much much more) you would be looking at where there servers are hosted at, and which their speed.
If you want to play games that is blocked by your network, simply get the closest located with reasonable speed.
If you want to do illegal stuff, no VPN is completely secure, you would need to be looking into more than a simple VPN.

You could always 'host' your own VPN by your self, if you have a laptop or something like that shitting home all day.

The possibilities are endless.

I also agree that it depends on your needs. For example, I use REMOVED, mostly for torrenting and because I am afraid to connect to public wifi. This provider has a lot of positive reviews from customers and I believe it is very important to hear an honest opinion from people who are already using it.
