I have old RAM of 1333 Mhz and it reads correctly
and new one labeled 1333 Mhz and it reads as 1066 Mhz
here you are full details:

1)Is it normarl?

2)can this cause that problem " some times when i turn on the pc it enters to the bios instead of showing the motherboard manufacturing company name(Gigabyte),it shows only the the title of the bios without any details then restarts automatically three times to the bios before having a normal start. this problem is temporary and frequent (occurs 2 times per week)"?

Solution
Well you have two speeds of memory despite what you say.
The faster memory speeds run the higher the timing and latency values.

When you put slower memory in a system say 1066 vs 1333Mhz by default the bios will always set the lower latency or timing values. Its why the new ram works at 1066 and not the rated 1333Mhz as it states.
