I was installing Windows 10 on my finished built PC. It was stuck on 0% percent so i stopped it to restart the installation. I attempted to redo the installation of windows 10 but then when i tried to make it install onto my hard drive again it wouldn't let me. So i tried to delete the partitions and it said i couldn't do it so restarted my PC and now when i try to load windows 10 it starts to load up to the part where you select the region but non of that pops up only the background colour loads nothing else. Any idea's on what i should do?

I can't do anything you said because when i boot up the media file it doesn't load up the whole file all i get is a blue screen. No error's or anything i've tried using another USB with the media file on but to no success

if you are sure you are booting off usb and not hdd when you get the blue screen, I can only assume the media tool you downloaded is corrupted and you need to download it again, and make fresh install usb.

I don't know otherwise. Someone else might?

You need to boot from a verified good install media. USB or DVD.
Wipe the partitions within the install routine.

Yes it does i get to where you choose where it installs to but i go to custom and try to delete the partitions and it won't let me. I try to let it do it it's self but won't let me either. I've tried the diskpart in command prompt but that comes up with an error saying it can't clean that partition

When you try to delete one of the partitions and it fails, what error message does it give you?

Booting from a verified good install media, I can't see how it would fail to be able to delete the existing partitions on that drive.

You only have the one drive connected, right?
