I messed up usb hard drive with Windows

I wanted to install windows on from external hdd so I got the windows media creation tool and installed it on the hard drive. I installed it but then i noticed that the total capacity had decreaced from 250gb to about 30. I thought it was normal and would be reset with quick format, So i installed windows on my new pc but even when i try to format it the max capacity is only 30 gb, No idea what to do. Thank's in advance

delete the partition and create a new one
