I might get SCAMMED. HELP!!

Hello , i decided to get a pre-built pc or to build one. I found the cheapest seller in my country (www.ayoubcomputers.com), i contacted him directly . His prices are much cheaper to other sellers in my country even to Amazon.com! I don't want refurbished parts. I'm planning to get: Intel i5-7400 ($185) Asus GeForce Gtx 1060 6gb dual fan (for $312 only!!) Mx310 case.($38) Cougar PSU 550W ($55) 1 TB sata ($47) Asus h110mk ($60) 8gb ddr4 ram($68)
He told me that they can build my pc , free of charge + they install Windows.
What do you think , are the items refurbished? Should i get the parts and build the pc by myself to know what parts I'm adding(new or refurbished)?
Is there anyway to know if the parts are refurbished or not ( maybe testing their speed)?
Do i make a deal with him that if any test didn't go well i'll return the pc immediately?

First of all, those aren't cheaper than anywhere else... Those are fair prices... And no, there's no way of knowing whether the installed items are refurbished or not. Better to buy the products yourself and then ask some professional to install it for you at your own comfort.

The Asus gtx 6gb oc is $310, on amazon is $360 from ASUS. I contacted Asus to know about the price , it varies between $329-$399. How come does this seller has profit from this item which costs less than the company itself, plus he paid custom fees?
I am worried to get a refurbished one.

No , i didn't order it yet. But i should decide if i get it or not. I found another seller(www.mojitech.net), he has very good feedback . The Vga costs extra $6 ($316) and the cpu costs extra $21($206). Do you think i should get the VGA from Mojitech and get the rest of the parts from ayoubcomputers. Or get all parts from Mojitech which will cost me $100+ but i have a better guarantee ?

Hahahaha , "dilemma". I know it's a hard decision but i think paying that extra $6 isn't that huge problem. I think i should go to the ayoubcomputer store and check it , check his parts . If it looks in good condition i'll get all the parts except the VGA.
