While I don't necessarily recommend building a PC right now.
Keep in mind that the prices of both RAM and GPUs are very high right now due to popularity of building mining rigs so this will have an impact on performance to price at the moment but could change in the near future.

Seems decent. However you can get a 500 gb m.2 ssd on amazon right now for $88 and you might not need the expensive ram shown.
You can use the example above as a good starting point because the hardware chosen is pretty good for the price range then make adjustments to fit your needs better.

If you need to save a little bit more though you can take the $100 from the OS and use it towards something else for right now. Windows can be downloaded from the media creation tool on Microsoft website and will still work without activation. You just can't custonize and will get a small watermark on desktop. But if you need to put extra money towrds your build this is a good option to keep in mind.

Note: Purchase a product key and activate Windows down the line. There will be no difference in performance even if you dont... https://www.howtogeek.com/244678/you-dont-need-a-product-key-to-install-and-use-windows-10/
