I would any i5 or i7 cpu that can be oc and have either a gtx 1070oc or a 1080 if possible and 16 gb of ram if not I can live with 8gb and I don’t care what the other parts are as long as it’s good enough to run Skyrim/skyrim special edition 1080p with mods and enb

i7 8700k will give you future proofing for 3-5 years. You'll probably need a gpu upgrade in 2 years to keep up with new games and extend life of build to 5 years.
