Sorry but it's still far over my budget. It lists as $696.41. And can you even use the OEM Windows 8 to boot from a usb?

You can actually download the ISO from the Microsoft website, create the bootable drive, then purchase your key.

I know why, I disable Rebates because I need the base price to be $650 because that's all I can pay. And will a 8gb usb work to install windows 8?

Minimum requirements say 4GB for 32bit and 8GB for 64bit, so you should be good there.

Final build. The GTX 660 is on sale for $150, which is an amazing deal. Great 1080p card. I've included an optical drive to avoid the ISO aspect, and also disabled the mail-in-rebates.
