My budget is 650$ for the streaming pc and i want to stream at twitch at 720p 60 fps.

Dedicated to streaming? Or gameplay + streaming?

As a secondary system to do the streaming, your budget is sufficient....... If gaming + Streaming, it's going to be a little tight if you need Windows etc....

I had asked this not long ago and really didn't get an answer, per se.

Reading I have done indicates to look at the minimum specs for twitch itself and then increase them some for a "good" experience (and even that was dependent on how taxing the game is to your system). Keep in mind that a lot of it has to do with your internet speed as well.

Drop the SSD initially if you need to be under $650....

While it's "last gen" Ryzen, the 6c/12t will be beneficial for streaming, and avoid the potential BIOS updates required for 2nd Gen on a lot of boards.
