I need a cpu cooler which follows this criteria:
-Has Blue Leds
-Fits in the S340 elite (black)
-Is supported by the ASRock H110M-DGS
-Preferably around $50
Not the quietest cooler around, not sure the quality of the fan (longevity to expect, cheaper fans like the ones with the 212 evo can give up after just a year or two). Does ok for the price. There are much better coolers for the price but giving up the blue led fan. You could probably pick just about any cooler you wanted within that price range or a little cheaper, say around $40 and add a $10 blue led fan...
To answer your question you are expecting someone to go searching through all the different CPU coolers available, to find the ones which fit your criteria. Why can you not do that yourself?

It might cost a bit over $50 but if you've got an i5 or i7 and plan to overclock it, a better solution would be something like a mugen 5. Offset heatpipes so no ram clearance issues. A review of it here.

Since the fan clips on with wire clips, any standard 120mm fan will work. For another $14-15 you can replace the stock fan with something like this one. It's blue and has more static pressure than the stock fan so likely won't have to run as fast so won't need to run at the full 30dba noise levels. https://pcpartpicker.com/product/CTnG3C/bitfenix-case-fan-bffsxtr12025brp
Just keep in mind that the replacement fan should be similar or higher static pressure and airflow to perform the way the cooler's meant to out of the box. A cheaper fan that's slower/weaker and can't push as much air or with as much pressure and the benchmark results for the cooler won't mean much. It won't cool as well.
