I need a genius to help me! Wifi drops

Background:
My internet on my Windows 7 desktop is constantly dropping in and out. Usually about every 5 minutes. Once it drops, sometimes it’ll return in 5 minutes on its own if I do nothing. Most times though I have to disable and re-enable my wireless card for it to return. Other times I’ll have to troubleshoot problems/diagnose my wifi card and it will say "resetting the network adapter" which will then fix the problem temporarily. I had two wireless cards in my desktop (one PCI the other PCI-E) and both were giving me this problem. I then bought an external USB wifi adapter and my problem was solved upon installation....but for only a couple weeks; all of a sudden things returned to the same issue. I've made sure to try one card at a time and always keep the other network cards disabled to avoid interference (and I’ve tried physically removing all cards and trying each one independently as well…same issue). Perhaps it is of note I was transferring files to my NAS which is directly hooked to my desktop via Ethernet cable when this new USB wifi card starting giving me issues. There was a hiccup in the transfer (the Local Area/Ethernet connection reset) and the transferring continued on, but within minutes my internet started having these issues again.

While my internet isn’t working on my desktop, my laptop, phone, xbox, and chromecast all work fine. I’ve also tried two different wireless routers…and with both my desktop drops the connection while all the other devices are fine.

I’ve tried the following so far:
-Ensured power management isn’t turning off my wifi card to save power
-Ensured my modem has a constant connection (called my ISP many times…they can’t find an issue, which is corroborated by the fact all my other devices never have issues)
-Scanned for clean wifi channels…tried a variety and same issue on all of them
-Ensured my TCP/IPv4 is working correctly by trying the following:
1. Allowed IP/DNS to obtain automatically
2. Setup a static IP address on my desktop
3. Ran windows TCP “Fix It”
-Ran SUPERantispyware thinking there might be a virus…nothing came up (I don’t have an always-on virus protection running, in case you’re wondering)
-Uninstalled my wifi cards & drivers and then reboot, doing a fresh install afterward
-System Restore to a point before issues on the new USB wifi adapter

All of the above didn’t resolve the issue :(

That's just the link-local address. It's only showing cause I'm unable to establish an outside IPv4 address.

the 192 is the router address and if you go over router you get to this 169 that must be a isp address and if there is no internet connection you should not be able to see this address and i see a lot of fake mail comming out from this server service that why i ask you to do a full virus scan since you live in uk and this server is in the us .

Cant it also be the type of channel he is assigned to on his modem/router since hes running a US server in the UK?

Well depending on what channel he has it set on depends on where his connection is being pinged to so usually channel 11 is a US server and being in the UK his modem may be having a harder time pinging a connection therefore him not having a connection.

Well what channel is your modem/router on? Being in the US you will want to be connected to channel 11 or 9. Any other can cause problems.

I've tried channels 1, 6, 9, 10, and 11 and the issue is present on all of them.
