Actually, I forgot about a $400 laptop you can buy from BestBuy. You can check to see if it is available in a BestBuy store near you. At worst you would need to buy it online. It is larger laptop, but it is new and comes with a 1 year warranty.

One stick of RAM means the RAM will be running in single channel mode. That imposes a performance penalty... maybe about 15% because the bandwidth (data transfer) is only half of what it can be when two sticks of RAM is installed. Secondly, the integrated graphics core (iGPU) uses system RAM so of the 4GB of RAM the laptop comes with the iGPU will probably use 512mb to perhaps 1.5GB (I don't know exactly what the max amount is) which leaves less RAM for Windows and programs.
