I need a new 850 watt PSU my old corsair tx 750 V1 died. Who has the best PSU's now I need something in the 130 price range I have a large case where I can tuck cables.

Which large case ? If it's an Antec DF-85, 1200, P183 or P193, then the CP-850 (10.0 jonnyguru performance rating) simply can't be touched....it only fits in those cases.

It is completely unmatched by any ATX unit on the market I can think of. You'd have to spend twice as much as this thing costs to find the next best thing, performance wise.

Antec CP-850 $120

The Corsair TX850M has a 14cm fan with a noise rating of 20-39dBA.
The Corsair TX850 V2 has a 14cm fan with a noise rating of 25-42dBA.
The XFX Pro 850W Core Edition has a 13.5cm fan with a maximum noise rating of 36dBA. As does the 850W XXX Edition.

The Corsair TX850 V2 shares the same internal design as the XFX Pro 850W Core Edition, so usually whichever is cheapest is the better choice.

This review shows the fan curve for the XFX 850 XXX Edition:
