I need a new psu

I have a dell inspiron 545 and its giving me trouble when I try to turn it on. It turns on after multiple attempt or when it feels like it. So Im thinking it needs a new psu? Correct me if Im wrong because I am a total computer dummy. Does anyone have any advice as to what psu I should get? Id prefer 400w and something long lasting and quiet. I dont know the model of my current psu but it came with my computer. My budget is $100 tops.
