I need advice on choosing between these monitors

Hi guys. I'm trying to decide on which of these monitors I should choose to cover my needs:

ASUS VX239H

or

Samsung T24C350AR

Currently these are the only options available that are being sold near my area that I like, supports 1920x1080p and within my budget. I'll mainly be using the monitor for PC and console gaming. The Asus monitor is being sold cheaper here and is an IPS monitor while the Samsung is priced a little higher, has a TN panel, 2 ms response time and can also be used as a TV. The games I play vary from FPS games like BF4 to RPG games like heavily modded Skyrim with an ENB. I'm upgrading from an Asus VH197D(pretty old) by the way. Thanks in advance.

I would personally go for the ASUS monitor only because it has an IPS panel.

I own a TN panel and I definitely want the prettier image that IPS offers as well as the viewing angles after owning a TN monitor.

Although this monitor is a fraction smaller, at a regular viewing distance 23 inches will comfortably fit your field of view.

The 3ms increase in response time is probably not noticeable unless you plan on doing serious competitive gaming.
