After looking around for a while, I've had my eyes on two gaming PCs which I don't know which one I should choose. For me, I really want to be able to play Civilization 6 at high settings and minecraft with high quality shaders. Also I may want to play Planet Coster in the future. Here is each one:

I've heard that the AMD PC is very good and as I compare the specs to all the games I want to play, this computer can handle any of my games. Except at the same time I'd rather go with the Intel and NVIDIA combo since they are top of the line brands and are known to be better functioning than AMD.

I'd really appreciate which PC you want me to go with along with some reasoning! Thanks!

P.S. I've thought about building my own PC but my parents need Best Buy for the 18 month financing.

I would go with the Ibuypower PC.
I dont think you would have any problem playing those games at the settings you specified with the i5 and gtx 960.
The only thing im not sure about is the keyboard and mouse as i have never used them.

keep in mind the 480 is newer then the 960 and is likely to have better performance
