build 1:
intel g5400
8gb ram 2400
msi gtx 1070ti gaming 8gb
CM psu 650w
gigabyte h310m
build 2:
ryzen 5 2600
16gb ram 3200
gtx 1650 gaming pro
CM psu 500msi b450m gaming plus

and thanks for advance guys .

Solution
Build 2 is much more powerful on the memory & cpu while build 1 is much more powerful on the GPU. You really need to work out a better combination between the two because that intel G5400 is not at all good at gaming and I have serious doubts it will keep up with a 1070ti. If you have no choice but to choose one of the above I would go with #2 but realize both are compromised for gaming.

Build 2 by a mile. Just make sure the memory is 2x8 not 1x16

On build #1 you have to upgrade cpu and ram.
On build #3 you have to upgrade GPU.

So - it really depends on cost of the upgrades.
Build #1 is easier and cheaper to upgrade than build #2. This is because gpu prices are rather crazy overpriced right now.
Build#1 upgrades
i5-8600 ~ €200
DDR4 3200mhz 16GB ~€70

Build #2 upgrades
GTX 1660 super ~€500

I'd choose build #1.
