I need help for overclocking AMD Phenom II X4 965 Black Edition

I'm using the asrock technology

The ASRock OC Tuner that I got with my mother board (ASROCK 960GM-GS3)

So can someone explain what to do and stuff?

I dont wan to OC too much I want stability and to decrease the bootleneck.

EDIT #1: Is the motherboard even good? does the PSU matter?
