I need help installing a motherboard safely

I want to build my first PC, and I understand the basics of how to install a motherboard, but I have a few concerns:
-I have a PSU and Case that are completely painted so I can't find any bare metal to ground myself... I heard the paint is very thin so it would be fine to touch the paint, but I don't want to risk it, what should I do?
-How do I know id my 3 prong outlet is grounded?
-Are there ANY precautions I should know about before and while I'm installing it?
