I need help on overclocking my CPU & GPU!

Hello, everyone. I am new to this site and I was wondering if anyone could help me with a few things.
Firstly, yesterday I received my new Geforce FX 5500 pci card http://www.newegg.com/Product/Product.aspx?Item=N82E16814143032
and I tried to do some overclocking on it. I managed to get the core from 270mhz to 300mhz, and the memory from 400mhz to 450mhz , but even at these settings the fps for games like Halo: Combat Evolved is still the same (maxed at 8-10fps). What am I doing wrong? Would it help if I overclocked my CPU as well? Here are my computer specs:

- Intel Celeron D 2.53 GHz
- 1 GB DDR SDRAM
- MoBo Dell Computer Corp. Model 0WF887
- Integrated Sound Card
- 80GB Harddrive
- CD/DVD drive 7200rpm 48x
- Geforce FX 5500 256mb pci

I couldn't really find out much about my motherboard or soundcard, because that's all that it says.
For overclocking my CPU, here are my specs:
DRAM Frequency 166mhz
FSB: DRAM 4:5
CL 2.5 clocks
tRCD 3 clocks
tRP 3 clocks
tRAS 7 clocks

Some more specs:
L1 D-cache 16 KBytes
Processor: Intel Celeron 325
Core speed: 2527.0MHz
Multiplier x 19.0
Bus Speed: 133.0MHz
rated FSB: 532.0MHz

So with this information can you guys specifically tell me how to overclock my CPU/GPU so that games like Halo would be at least 25-30fps at max?
If I am in the wrong forum location then please let me know.
Also, what programs would I need to use for overclocking?
 
I am not totally sure... But abt ur CPU, try to keep ur Bus speed at 166... That shud give u approx 3.2Ghz.. Check temps and go from there.. But i doubt it, since ur ram is limiting u at 166Mhz.. Thats abt the max u can get without overclocking ur ram as wel which might lead to instability.
Ur GPU i think u got it as high as it can go!!
U dont need any programs for overclocking... Download CPUz to report temperatures, voltages, etc.. U are good to go :)
 


That is very strange. The max I can go with the card is 314 core clock and 464 memory clock without having any artifacts or issues, but on benchmarks I only get about 1-2 more fps than normal. So how do I change the BUS speed with software? Thanks, for the reply, btw.
 
It's just that I see people running F.E.A.R on lowest settings without lag on even the fx 5200, but I thought mine would work the same way.
 
Oh yeah, and I forgot to mention something. I'm running the system on Windows XP Home Edition SP2 32-bit.
 
How do I overclock my CPU and/or get into the Advanced BIOS settings? I can access my BIOS, but I don't know how to get to the advanced settings.
 
Only about $12 in bank account. Hmm, that is strange I thought my Microsoft updater would catch the SP3. I guess I have to do everything manually.
