Right now. I'd go ahead and buy the GTX 970 over the R9 390. It comes with Metal Gear Solid V: The Phantom pain for free. Practically making the card $60 cheaper. There isn't really a whole lot else other than the R9 390 and GTX 970 in your price range.
Depends on what you've done, or intend to do with that cpu. If you are running stock speeds, I'd go with a amd r9 280. If you have gotten a good OC, to @4.5GHz, then you could push a gtx970. Either card would require a good 520-550w psu. If you have a mediocre overclock, like 4.2GHz then a gtx960 or r9 380/r9 280x would be a viable option.

Solution
You can get decent 970's for @$320. That'll leave $70 for a cpu cooler. To get the most from a gtx970 you'll need to push the OC, @4.5GHz. The hyper212 won't handle that very well. With the extra, I'd be looking at a cryorig h5 or Noctua nh-d14 or similar. The 6300 oc's like a champ, so as long as you get some decent cooling, 4.5 shouldn't be a problem
