I am going to buy RTX 3080 but i am limited on cpu choice because i have bought z390 before all the lockdown started, so i want to ask should i buy 9700k or 9900k,

Solution
Right now i am using Dell optiplex 9020 with i7-4770
14Gb DDR3 Ram
and Gtx 660

Well to be very honest this will be my first ever custom pc build by myself and this is the build i plan to go with

Gigabyte Aorus Elite z390, (Already bought)
i7 9700k/ i9 9900k Cpu
Corsair 3600Mhz 32gb Ram
Evga 1000 Watt PSU
Cooler Master 240r AIO
Asus TUF RTX 3080

besides motherboard i haven't bought anything else
Well well well, looks like we'll have similar builds! Kinda! 1000W is a bit overkill IMO, I stick with an 850W because I thought 750W might not be enough, but 850W is plenty.
As for the AIO, I'm sure the one you picked will work, but I like brand pairing so things play nice with corsairs iCUE (I'm not sure if you use corsair...

Welcome to the forums, newcomer!

9900K if you can cool the processor with an AIO and your case has good airflow. If those two are limited, settle for the 9700K. Also, I hope your PSU is up to the mark for powering the entire system? You might want to state what processor you have at the moment though. Last bit, make sure you're on the latest BIOS update for your motherboard before dropping the new processor in.

As for the AIO, I'm sure the one you picked will work, but I like brand pairing so things play nice with corsairs iCUE (I'm not sure if you use corsair peripherals so this might be a moot point)
So you could have a corsair PSU and a corsair AIO and you can control those through their software, along with any corsair peripherals you may have.
If you're into that, that is. Looks good regardless.

I can change my AIO that is not a big deal and 850 watt would be more than enough?
thanks for the advise but what Cpu would you pair with RTX 3080?

Well, I'm running my i9-9900k (which will be paired with a 3k series) and have not had any issues with it. I don't plan on upgrading it anytime soon either, most likely 2+ years from now.
I'll be running a 3080 or a 3090 to replace my 1070ti, then getting a 4k display. That's about all the future proofing I have planned atm.
And yeah, 850W is more than enough!
You can see my build in my signature if that helps.
