Question I need help to decide my cpu for my 1070.

Have you tried to consider AMD? They have great options like the Ryzen 5 3600 that perform very similarly to Intel's i5 processors in games, have double the amount of threads, possibly cheaper and have better upgrade paths in the future. If you would only want the 9400f or 9600k then that will depend on your budget. 9400f will be perfectly capable for a 1070. The 9600k will allow you to Overclock and have a much higher fps in games.

600W PSW is plenty for any mid-high end computer.

if i go for AMD which one is good for me?

Doing some searches it looks like Zalman are not a very reliable brand. I would look for a PSU from a trusted brand like Corsair, Coolermaster, EVGA, Seasonic or Aztec. They are the more known brands and getting any 80+ bronze power supply from them would do.

Coolermaster has some bad PSUs and is generally not recommended, but to be more specific.
Corsair TX/HX/RM/RMi/RMx /HX are good choices, EVGA G2/G3, Seasonic Focus plus and Antec earth watts or FSP Hydro G/X are good options too.

which one should i buy i5 9400f or i5 9600k and why.Oh and is 600w enough

what is your budget? ryzen 3600/3600x with b450 should do the trick instead of the 9600k.
also you might want to upgrade your powersupply preferable with any of the ones ive listed above.

example of AMD build. (assuming you dont have a high speed ddr4 ram)

(make sure to get the MAX version which has the updated bios out of the box.)
