Question I need help "upgrading my pc!"

I'm about to buy a cpu most likely but before I waste money I think it's better to ask for help.
You guys have helped me once like 4 years ago when I was building a pc so you might be able to help me again hahah.

I've been having problems running games, I've been checking my usage and for some reason my CPU usage has been mostly 100% every game while my GPU usage only goes to 100% sometimes (mostly while playing Apex legends..)
So i figured my cpu might be the problem since it came faulty and I had to send it back as well. I overclocked my GPU a bit and the fps issues still presisted, that's why I'm here to ask for your help.
This year I think I should upgrade my CPU and MOTHERBOARD but who knows.
Give me suggestions on cpu and if i need to get a motherboard I will look into it and the prices
There's no real budget but i was thinking on not wasting much but hey you cant have good stuff for low prices all time or atleast things that will last.

From my studies I was looking into this CPU's:
-Intel Core i5-9600K, Saw some AMD Ryzen ones cuz they are cheap and Intel Core i7-9700K

What are your actual frame rates in Apex Legends? CPU/GPU usage doesn't mean jack.

Have you overclocked your 6600K yet? 4.2GHz or more on all cores seems to be achievable at near stock voltage (~1.25V). That's where you'll get the improvement, especially for online/multiplayer games.

Have you enabled FreeSync (GSync) on your monitor?

Yeah I can't overclock the cpu on this crap motherboard that a friend suggested gg
I might as well just wait for ryzen i guess but the real question is how much ill have to spend when it comes out :\
My frames are arround 80-144 (avg like 120)

It kinda is, because the drops are like constant and I notice the lag a lot maybe i should just stop playing with 144hz but its feelsogoood :\ expect when i lag

If i could game with 144 or even 120 constant no drops i would take that over more fps tbh

Oh and i have everything on low, and i juiced up and took some things inside de config files to get even more fps as well "fps pack"
