I need help with a gaming pc

I want a gaming PC that I can build that can easily run league of legends (at max settings). I want this computer so that it doesn't get clogged up and takes 15 minutes to start league and then have 10 fps. I would like to run things like cod and other games like that but my friend has informed me that I will have to pay $600 more. Is that true? All I really want to know is what the parts necessary to run a computer that doesn't lag 24/7 or will ever lag and can run games well. (If running games like cod will cost so much more then I might avoid that route.)
