So, first of all, is ddr4 going to have a big impact on gaming/other activities than ddr3? I heard they have a higher CL and that could have a negative impact on the experience of the user.

Also, which of these should I buy for best performance for price:
Corsair Vengeance 16GB (2 x 8GB) DDR3-2133 Memory
Corsair Vengeance Pro 16GB 2x8GB DDR3 2400MHz PC3 19200
Corsair Vengeance Pro 16GB (2 x 8GB) DDR3-1866 Memory

No, memory doesn't really have an impact on gaming at all.

Without the timings on the memory it is impossible to say which of those memory kits is better. DDR3 1866 at a CAS of 9 or 2133 with a CAS of 10 are my common recommendations. 2400 memory is usually 1.65 volt and that doesn't go well with the Haswell memory controller with a specified max of 1.575.

Latency/Frequency equals nanoseconds

DDR4 2400 at CAS 16 = 6.6 ns
DDR3 1600 at CAS 8 = 5 ns

However, bandwidth is still superior on the DDR4.

Ideally you get the highest frequency with the lowest latency you can find.
