I need help with FPS at CS:GO

Hello guys, my first touch with CS:GO was in 2013, back then, i just tried it, got bored, and i didn't launch it for maybe year and half, at the winter of 2014 i started to play CS:GO more and more actively and one thing i noticed was, worse and worse fps by update and update. The thing is, at the moment, my game is unplayable for me, i have 144 hz monitor and for some reason i'm getting 160 fps and when i come to action, smoke and stuff it drops top 80, it's even worse on maps like Train or Cobblestone, it's really sad for me, because i remember back in 2013 with worse PC i had 250 + fps stable. Well i know, that's not my fault, but the CS:GO is getting worse and worse, but i don't belive i cannot get stable 200 fps on my PC, when i can play Witcher 3 on High @ 60 fps just fine.

My Setup
AMD-FX 4100 OC'ed to 4.2Ghz
MSI R9 280x 3G
8GB 1333Mhz DDR3

Last days i tried almost everything to up my fps and make game more stable, from enabling HPET in bios, to tinkering with windows services and reinstalling graphic drivers, but nothing seems to work. I got new GPU and my fps didn't movie a single bit, i would say they are even worse. I don't know what i can do to help my game, i have launch options set, tried a lot of configs with video tweaks, but i just cannot get stable fps, doesn't matter if i play at 1080p at full settings or lowest. Actually i get better fps on all max, but i still get a lot of framedrops... I will be pleasured for any kind of help, thanks :)
