An aftermarket cooling solution!

The stock heatsink and fan combo do the job, but it's a 70mm fan revving up to 6000 RPM. If you don't have a mind for overclocking, you can pick up just about any cheap cooling solution with a 120mm fan, and it will be a world of difference.
 
DanPal, it really depends on what you do on your computer. If, for instance, you have a CPU usage scenario of 90%+, it's quite likely your stock heatsink fan will end up being loud. It also depends on how the fan is set up. Are there any cooler profiles available in your motherboard's BIOS?
Sometimes you can choose exactly what fan speed you want at a given temperature before the CPU hits 62ºC and the fan goes up to 100%.
If you are sure the fan is properly attached, properly connected (to the CPU_FAN connector, not the CPU_OPT one, for instance) and clean, monitor your CPU temperatures with a program like AIDA64

If your CPU doesn't get too hot (60ºC) but the fan is loud, check for fan profiles. If it does get hot, you need to reseat the heatsink and recheck your temps.

If everything seems to be working fine but the fan is still loud, you may need to consider an aftermarket CPU heatsink and fan. The best out there is the Noctua NH-D15, followed by the NH-D14. There are others that will also do a great job. I am the owner of an overclocked FX-8350 with an NH-D15 and this thing never goes beyond 50ºC at full load.

You should buy an aftermarket cooler. It's is more efficient and a lot more quiet. You can also install different software to control how many rpm the cooler fan has. For example i'm using ControlCenter from MSI, set on auto-control and it's a lot more resonable. And even though it has less rpm i didn't experience CPU overheat or anything like this. Hope it helps :)
